lot > building > org > system default ("route to property manager").
All listed below are visible because you have access to their scope.

Fallback
If no playbook resolves at any scope, the incident is routed to the
Property Manager role at the building scope; if none, to anyone with
incident.triage at the org scope (§5.5).
